I am a bit surprised that this was not discussed before. Though i realize that we have no UI people and that it is easy to get this wrong. The purpose of the skips is to have new development of features that otherwise would not be possible. So that no customer ever has to use an alpha, beta or previous version again. We do not intend that people should use the same version of Blender for a long time and therefore need to change our versioning system for this. I do not like the idea that this version will be on for only two years. Though that would be typical for the LTS-versions.
Its a good idea but its getting too confusing now. People that have no idea about how Blender versioning works and are using a fresh Blender installation would start to get confused. And I don’t think its wise to make this release not ever before a LTS version.
